State & County Laws

Owners in RMEOA must comply with State and County laws pertaining to building and zoning. The following resources are meant to assist members with compliance.

Virginia POA Act

Virginia Building Code

The Virginia Uniform Statewide Building Code (typically referred to as the "Building Code," or the "USBC") prescribes regulations to be complied with in the construction, alteration, rehabilitation and change-of-occupancy of buildings and structures. The Building Code is administered and enforced at the local level by the County's Building Official. The Building Official is responsible for ensuring that the Building Code is applied correctly, and his qualifications and training are prescribed by the USBC. The Building Official has limited authority to approve a deviation from a Code requirement; however, any proposed deviation or modification must be accompanied by evidence that an equivalent level of safety can be achieved by specific alternative measures. Madison County Building Office

RMEOA owners must comply with state and county laws and regulations. Please contact the county building office to secure permits. The county building office is responsible for "accepting permit applications, reviewing construction documents and plans, issuing permits, performing inspections, and issuing certificates of occupancy. The Building Department is also here to answer questions and make interpretations of the Virginia Uniform Statewide Building Code.

 

The Virginia Uniform Statewide Building Code regulates new construction, alteration, rehab, renovation, and movement of buildings, accessory structures, and equipment to ensure the health, safety, and welfare of the general public."

Madison County Zoning Office

RMEOA lots are zoned as A-1 and therefore are subject to the laws and regulations that govern A-1 land. For more information on zoning requirements, please visit the county zoning office page.

The county adopted a new Comprehensive Plan in 2025 to guide future development and zoning decisions.
